Programs provide down payment and closing cost assistance to make buying a house more accessible. There are several programs available in Connecticut that provide financial assistance to homeowners or individuals and families who want to purchase a home.
Connecticut Housing Finance Authority (CHFA) provides below market rate mortgages to qualified first time homebuyers. CHFA has four different programs for qualified buyers.
The US Department of Agriculture Rural Development (USDA) offers mortgages with 0% down for qualified applicants.

There are options for individuals and families who are in need of financial assistance with renting. However, the need far exceeds the limited funds available which can lead to long waiting periods.
Rental Assistance Program (RAP) and
Section 8 Housing Choice Voucher (HCV)
RAP or HCV certificates are distributed to qualifed individuals and families to be used at housing of their choice. The owner must agree to participate in the program.

Housing Authorities
Local housing authorites provide subsidized housing for families, seniors and disabled individuals that qualify. Income restrictions apply. There are 108 housing authorities in CT.
